Instructions
Preheat your oven to 375°F (190°C). In a large skillet, melt the butter over medium heat. Add the diced onion, bell pepper, and minced garlic. Sauté the vegetables until they are softened and fragrant, about 5-7 minutes.
Sprinkle the all-purpose flour over the vegetables and stir to coat. Cook for 2 minutes, stirring constantly, to create a roux. Gradually pour in the heavy cream and whole milk, whisking continuously to prevent lumps from forming. Bring the mixture to a simmer and cook, stirring occasionally, until thickened, about 5-7 minutes.
